Establishment Date of the State Welfare Organization:
If we assume the social welfare and security as a collection of rules and regulations or programs that is fulfilled for supporting the disabled, helping them in the unemployment period, supplying the needs of the disabled and elderly, paying fair commission to the male and female workers, supporting the headless women, supporting the disables, and so on.
Doubtlessly, we may say that Iranians have been the establishers of the systematized structure of social security and welfare in the world.
Thousands years ago, Cyrus, King of Achaemenids, paid equal fee for the workers from any tribe and one eighth of the salary of every person was kept in a separate fund held by an assigned cashier in order to be paid to him when he becomes unable and powerless. Men and women had
equal rights and women were allowed to have a part-time working for spending the remainder time for doing the family affairs. In the Achaemenids Period, women were entitled with leave and imperial gifts and they could send their children to day nurseries for working in Takht-e-Jamshid. Iranians practiced such rules not only in their local country but also in every country they conquered. After the admittance of Islam to Iran, these concepts were intermingled with other social – economic traditions of Islam such as endowment, tithe, Fetriyeh (alms given at the end of Ramadhan), etc that with the execution of them, they avoided the accumulation of wealth in the treasury of special groups to the benefit of the social welfare.
Until the commencement of the Islamic Revolution, there were 14 official and legal organizations in this relation, which were incorporated to each other under the title of Ministry of Health and Rehabilitation. The Islamic Council separated the Rehabilitation Deputy from the said ministry in June 1979 and with the presentation of a single article bylaw for the Estate Welfare Organization to the Islamic Parliament and with the approval of it at the same year, the support and rehabilitation of the Ministry of Health, Treatment and Medical Education was officially separated from it and became independent. According to Clause 1 of this law, the Imam Khomeini Charity Committee, Martyr Foundation, Training Organization of the Tehran Municipality, Orthopedic Center of the Red Crescent Institute, and Shafa Yahyaeian Hospital and Rehabilitation Center were assigned to the State Welfare Organization.
Obtaining the permit from the esteemed leader of the Islamic Revolution, Martyr Foundation introduced as an exception in this regard and Imam Khomeini Charity Committee continued its activity in the format of a separate institute. This legal article introduced the Welfare Organization being affiliated to the Ministry of Health, Treatment, and Medical Education the Chairman of which was supposed to be appointed by the related minister.
Simultaneously with the composition of the Ministry of Welfare and Social Security in 2004,
the Welfare Organization was separated from the Ministry of Health, Treatment, and Medical Education and became a subordinate to the Ministry of Welfare.
The national- spiritual complexities of Iranians resulted in the composition of some small and big institutes in the format of the participation of endowers and benevolent with the purpose to help to the orphans, women supporting family, needful disabled individuals, as well as the other injured members of the community.
Such charities found a systematized format and they adopted some changes in their structure and essence under the influence of the western patterns.
The first orphanage was established in the site of the former wheat storage in the period of Nassereddin Shah. Jabbar Baghche Ban established the first school for educating deaf-mutes in 1925 and the first preschool was established at the same year.Orphanages of the Tehran Municipality and the Training Center were established and initiated in the period between 1931 up to 194 and during this period, different institutes were composed for the support of the disabled, blinds, deaf people, and the physically disabled individuals. Middle of 40s, Iran witnessed establishment of the many private institutes such as the Iranian Rehabilitation Complex, Deaf Welfare National Organization, and so on.  In those years, the first social services training center was established with the purpose to educate and train the social worker, and at the ending of the same decade, the Social Security and Supply Chapter was added to the law of the 4th State Program that the purpose of compiling it was to systematize activities and to apply governmental supervision on the scattered activities.
